ASEAN’s New Luxury Map: Comparing Penthouse Prices Across 10 Cities

When most people think about luxury property, they think locally. But today's affluent buyers think globally.

A buyer considering a US$2 million penthouse in Phnom Penh may also be evaluating opportunities in Bangkok, Singapore, Kuala Lumpur, Dubai, Bali, or even Europe.

The competition is no longer city versus city—it is country versus country.

This raises an interesting question:

How much does a luxury penthouse actually cost across ASEAN, and where does Phnom Penh stand today?

ASEAN's Luxury Penthouse Landscape

Luxury penthouse pricing varies dramatically across Southeast Asia. Some markets have matured into global wealth hubs, while others remain emerging luxury destinations.

The table below provides a practical overview of luxury penthouse pricing across ASEAN capitals and major metropolitan centers.

Luxury Penthouse Pricing Across ASEAN

The Four Tiers of ASEAN Luxury

Looking beyond pricing, ASEAN's luxury residential markets can be grouped into four broad categories.

Tier 1: Global Luxury Hub

Singapore

Singapore occupies a category of its own.

Luxury residences here compete with London, New York, Hong Kong, and Dubai. Buyers are often seeking wealth preservation, political stability, international connectivity, and long-term capital protection.

The property itself is only part of the value proposition.

Marina Bay, Singapore

Tier 2: Mature Luxury Markets

Bangkok and Ho Chi Minh City

These cities have developed increasingly sophisticated luxury residential ecosystems.

International brands, high-quality infrastructure, growing wealth, and strong lifestyle appeal have created deep luxury markets capable of supporting multi-million-dollar penthouses.

Bangkok, in particular, has emerged as one of Asia's strongest luxury condominium destinations.

Ho Chi Minh City, Vietnam

Tier 3: Emerging Prime Luxury Markets

Manila and Phnom Penh

This is where things become particularly interesting.

These cities are no longer considered low-cost alternatives. They are increasingly developing their own collections of trophy residences, sky villas, and ultra-premium developments.

What differentiates them from Bangkok or Singapore is that buyers can often obtain significantly more space for the same capital outlay.

Manila, The Philippines

Tier 4: Value and Frontier Luxury Markets

Kuala Lumpur, Jakarta, Vientiane, and Yangon

These markets continue to offer relatively affordable luxury compared with regional peers.

For buyers focused on value, large unit sizes, and lower entry pricing, they can present compelling opportunities.

However, market depth, international demand, and liquidity vary considerably.

Kuala Lumpur, Malaysia

Where Does Phnom Penh Fit Today?

This is perhaps the most interesting question for Cambodian readers.

A decade ago, Phnom Penh would likely have been grouped closer to frontier markets.

Today, the city is increasingly participating in the regional luxury conversation.

Projects such as UC88 Wyndham Garden, G.A.T.O Tower, City View, La Vista ONE, J-Tower 3, and selected riverfront developments have introduced a new generation of premium residences.

More importantly, Phnom Penh still offers something that many mature cities are gradually losing:

Space.

In cities like Singapore and Bangkok, luxury often means paying more for limited space.

In Phnom Penh, buyers can still acquire:

  • Full-floor residences

  • Duplex sky mansions

  • Large family-oriented sky villas

  • Expansive riverfront and skyline homes

at pricing levels that remain relatively accessible by regional luxury standards.

This is one reason why entrepreneurs, overseas Cambodians, expatriates, and regional investors continue to watch the market closely.

Luxury Buyers Rarely Buy Square Metres Alone

One lesson I have learned while curating luxury residences is that buyers rarely choose a penthouse based solely on price per square metre.

Some seek capital preservation. Some seek rental yield. Some seek residency. Others seek a family base, retirement residence, or long-term lifestyle asset. The penthouse itself is only part of the equation.

The larger question is:

What kind of life does the buyer want to build around that residence?

Conclusion

The ASEAN luxury property market is becoming increasingly interconnected. Today's buyers can compare residences across ten countries within minutes. This means Phnom Penh is no longer competing only with local developments. It is competing with Singapore, Bangkok, Ho Chi Minh City, Kuala Lumpur, Jakarta, Manila, and beyond.

Yet luxury property has never been solely about price. At the highest end of the market, buyers are not simply purchasing square metres in the sky. They are choosing a city. A lifestyle. And ultimately, a future version of themselves.
